Lynn Bourton's background is in business management, specializing in human resource management. Fred Meiner's background is in labor relations specializing in union representation. We have worked together collaboratively across the table in our professional lives and we now offer that same collaboration to our clients in the services we perform.

Lynn Bourton has been employed by Link Transit for  twenty-four years. In her role as Administrative Services Manager she is responsible for all Human Resource functions, Insurance and Risk Management, oversight of Guest Services, ADA Eligibility,  Mobility Management and Training.  

Lynn attended the University of Idaho majoring in Business Administration.  She has been a certified Professional in Human Resources (PHR) through the Society of Human Resource Management (SHRM) since 2002.  Lynn has completed her certification in Transit and Community Transportation Management through Willamette University.

Lynn is a founding member and past president of the Apple Valley Human Resources Association, a member in the Washington Public Employer’s Labor Relations Association (WAPELRA) and the Wenatchee Valley Personnel Manager’s Group.   She is a former board member of the Apple Valley Red Cross Board and serves on the Washington Transit Insurance Pool Board as past president and current member.

In 2007 Lynn was appointed to a twelve member panel of public transportation professionals from across the United States who traveled to Canada and Europe to study workforce development.

Fred Meiner is a retired Senior Business Representative of twenty-one years for the Teamsters Union. He managed and negotiated hundreds of labor agreements for a multitude of employee bargaining units including United Parcel Service, Chelan County, Douglas County, Okanogan County, Link Transit, J.R. Simplot Inc., Conagra Foods, Tree Top Inc., Celite Corp., and many others. Fred has resolved thousands of grievances and assisted members with all aspects of benefit issues and other employment matters.

Fred received an AA degree from Pierce College in Woodland Hills California, and an AAS degree from Automation Institute in Van Nuys California. Fred attended the Labor Education Research Center at the University of Oregon in Eugene Oregon, the National Labor College in Silver Springs Maryland and the IBT Leadership Academy in Washington DC.

Fred has served on the Governor’s Industrial Safety and Health Board, the Workforce Development Council, and as a Trustee on the Joint Council of Teamsters #37 Credit Union. Fred has also served on the North Central Technical Skills Center Administrative Council, and is two time past president of the North Central Washington Central Labor Council.
